The author, professor of defense analysis at the U.S. Naval Postgraduate School, Monterey, California, believes that America's armed forces have failed to adapt sufficiently to changed conditions, finding out the hard way that their enemies often remain a step ahead. The U.S. military floundered for years in Iraq, then proved itself unable to grasp the point that old-school surges of ground troops do not offer enduring solutions to new-style conflicts with networked adversaries. In the U.S. case, senior officials remain convinced that their strategy of "shock and awe" and the Powell doctrine of "overwhelming force" have only been enhanced by the addition of greater numbers of smart weapons, remotely controlled aircraft, and near-instant global communications. The author disagrees; a decade and a half after Arquilla and his colleague David Ronfeldt coined the term "netwar" to describe the world's emerging form of network-based conflict, the U.S. is still playing catch-up. The evidence of the last ten years shows clearly that massive applications of force have done little more than kill the innocent and enrage their survivors. Networked organizations like al-Qaeda have proven how easy it is to dodge such heavy punches and persist to land sharp counterblows.

In its report, U.S. Policy Toward the Korean Peninsula, the Task Force emphasizes that “despite the difficulty of the challenge, the danger posed by North Korea is sufficiently severe, and the costs of inaction and acquiescence so high, that the United States and its partners must continue to press for denuclearization.” The United States cannot risk “the potential spread of nuclear weapons to rogue states, terrorist groups, or others-especially in the Middle East.”

Mexican views of the U.S. tumbled following passage of Arizona’s immigration law. Confidence in Obama is high across much of the world, but support for his handling of specific policies is less widespread.

The recent resurgence of interest in insurgency and counterinsurgency has revealed a deficit in material written by and for the diplomat, the actor ostensibly responsible for the political component of a counterinsurgency campaign. Classical theorists stress that progress along the political track is essential for ultimate success. Recent commentary, in shedding new light on the characteristics of modern insurgencies, reaffirms this principle. To make political headway the diplomat-counterinsurgent needs to develop a strategic narrative, build a political strategy around the narrative, acquire expertise, become a catalyst for political change, and maximize contact with the local population. In doing so, he will make important contributions to and help accelerate success in a counterinsurgency campaign.

Each year, Technology Review selects what it believes are the 10 most important emerging technologies. The winners are chosen based on the editors’ coverage of key fields. The question that we ask is simple: is the technology likely to change the world? Some of these changes are on the largest scale possible: better biofuels, more efficient solar cells, and green concrete all aim at tackling global warming in the years ahead. Other changes will be more local and involve how we use technology: for example, 3-D screens on mobile devices, new applications for cloud computing, and social television. And new ways to implant medical electronics and develop drugs for diseases will affect us on the most intimate level of all, with the promise of making our lives healthier.

The global economic and financial crisis caused hardship around the world and tested central banks in both advanced and emerging market economies. Like their counterparts in the advanced economies, central banks in several key emerging market countries responded to the crisis by sharply lowering policy rates and by undertaking a variety of unconventional policy measures to support their economies. The Bank of Korea was among the first of the emerging market central banks to respond by reducing its policy rate by a cumulative 325 basis points between October 2008 and February 2009. It also took effective steps to increase the liquidity available to the Korean financial system, for example, by expanding the set of counterparties for repurchase transactions and broadening the pool of assets eligible as collateral. To help the banking system remain stable and able to continue lending to creditworthy borrowers, the Bank of Korea also helped set up a bank recapitalization fund.

Rather than focus on climate change itself, it is necessary instead to understand climate economics, or rather the economics of lessening climate change. Ronald Reagan liked to talk about the magic of the marketplace but today conservatives now think that the marketplace loses its magic as soon as market incentives are invoked in favor of issues such as energy conservation.

The author discusses what she sees as poor academic writing. She notes that many graduate students think they have to use big words and complex sentences in order to fit in with their profession. She cites the 1946 essay "Politics and the English Language" by George Orwell which explains the connections between bad writing and bad thinking. She argues that academics should reread the essay as well as the book "The Elements of Style" by William Strunk and E.B. White. She notes Orwell's list of bad habits which includes use of dying metaphors, overly complicated terms, and passive voice.

Abstract Expressionist Mark Rothko kept banker’s hours. Rain or shine, hot or cold, inspired or not, he went to his New York studio, Monday through Friday at 9:00 o’clock, ready to work. There, during the 1950s and 1960s, he painted large, luminous blocks of color hovering on fields of monochromatic intensity, some 20 canvases a year.
