The final quarter of 2009 included a number of significant developments in US-Korea ties. President Barack Obama made his first trip to Seoul in November, and Special Envoy for North Korea Policy Stephen Bosworth traveled to Pyongyang in December. The summit between Presidents Obama and Lee Myung-bak marked the continuation of an historical high in relations between the two countries. On issues affecting the alliance, Obama and Lee found common ground on North Korea, while they inched forward with the Korea-US free trade agreement. Meanwhile, Bosworth’s three days of talks with North Korean officials brought the most encouraging signs of a return to the six-party process since talks broke down at the end of 2008. The Obama administration is faring well on the Korean Peninsula, even as relations with other major powers of the region become more complicated. Those accompanying Obama on his trip to Asia informally acknowledged that Korea was the "best stop" on the trip and sensed a personal connection between the two leaders.

Any assessment of Obama's first year must include numerous "incompletes." There is a long way to go on each of the issues and relationships noted above, as well as on other matters such as global economic recovery, trade negotiations, Arab-Israeli peace talks, and Secretary of State Hillary Clinton’s excellent idea to conclude a Quadrennial Diplomacy and Development Review this year. But for his poise, his deliberateness, his ability to juggle numerous issues, and most of all the quality of his decisions, Obama is off to a very solid start.

South Korea followed a conciliation policy toward North Korea under the administrations of Kim Dae-jung and Roh Moo-hyun; but President Lee Myung-bak, elected in December 2007, linked South Korean aid to North Korea, including food aid, to the nuclear and other policy issues. North Korea responded by cutting off most contacts with the Lee government until August 2009. North Korea then made overtures to South Korea, probably because of its worsening food situation. The United States signed a Free Trade Agreement (FTA) with South Korea (the seventh-largest U.S. trading partner) in 2007. There is substantial opposition to the FTA in Congress. The Obama Administration has called for renegotiation on the automobile provisions and additional South Korean measures to open the R.O.K. market to imports of U.S. beef. The U.S.-R.O.K. military alliance appears to function well. It is dealing with several issues of change: relocations of 28,500 U.S. forces within South Korea; construction of new bases; the creation of separate U.S. and South Korean military commands in 2012; possible future withdrawals of U.S. ground forces to U.S. conflict areas; an R.O.K. military contribution to Afghanistan; and South Korean financial support for U.S. forces.

Most accounts of China's economic ascent offer little but vague or threatening generalities, and they usually grossly underestimate the extent of the rise - and how fast it's coming. The first essential factor that is often overlooked: the enormous investment China is making in education. The second thing many underestimate when making projections for China's economy is the continued role of the rural sector. That large rural sector is responsible for about a third of Chinese economic growth today, and it will not disappear in the next 30 years. Third, though it's a common refrain that Chinese data are flawed or deliberately inflated in key ways, Chinese statisticians may well be underestimating economic progress. Meanwhile, Europe, by which the author means the 15 earliest EU members, faces twin challenges of demography demography and culture, its economic future burdened by a mix of reproductive habits and consumer restraint.

Over the past year, substantial progress has been made on the path to economic recovery. Yet, as true with most recessions induced by a financial crisis, recovery is going to be long and slow. This is particularly true for employment. Moreover, there is evidence that indicates there are structural as well as cyclical concerns about this recovery's slow employment growth. The personal as well as macroeconomic costs of this slow growth mean that there is no higher public policy priority than economic recovery and job creation. This address presents and discusses three guiding principles for economic policy: restoring confidence, increasing aggregate demand, and achieving broader and deeper education.

America’s growth and economic well-being depend on robust capital markets. Goldman Sachs, Morgan Stanley, Merrill Lynch, Bear Sterns, and their predecessors brought companies to life by raising capital for them. Without capital markets, there would have been no railroads, steel mills, General Motors, Ford, Boeing, Microsoft, or any of the otehr Fortune 1,000 and smaller companies that ever sold stock or debt securities to finance their businesses. Yet imprudent decisions on the part of United States adn European investment banks, banks, mortgage brokers, insurance companies, and consumers have plunged the global financial network that sustains global capitalism into crisis. This is not the first time that market capitalism has failed. Less than a decade ago, global markets lived through the bust of teh got-com and telecom bubble in equities and then the accounting scandals of Enron and WorldCom. Before that, world fianncial markets were upset by currency collapses in Thailand, Malaysia, Indonesia, and Russia. And even before that the United States lived through the savings and loan/junk bond bubble and bust of the late 1980s.

The Korean Demilitarized Zone (DMZ) that separates the two Koreas currently serves as a most valuable, albeit incidental, nature reserve. The purpose of this article is to make it clear especially to relevant academics, diplomats, and civil servants that a major fraction of the DMZ must be protected formally for such a purpose. For that to happen, it would certainly be best accomplished before such time that a treaty is adopted that officially ends the Korean War of 1950-1953, thereby abolishing the DMZ and making most of that land immediately available for development.

A South Korean consortium recently signed a contract to provide four commercial nuclear reactors to the United Arab Emirates (UAE), signaling a new role for South Korea in the world nuclear energy market. The $20 billion deal indicates that South Korea has completed the transition from passive purchaser of turn-key nuclear plants in the 1970s to major nuclear technology supplier, capable of competing with the largest and most experienced nuclear technology companies in the world. The South Korean government reportedly has established a goal for South Korea to capture 20% of the world nuclear power plant market during the next 20 years, and the importance placed by Seoul on the UAE contract was underscored by South Korean President Lee Myung-bak's presence at the signing ceremony in the UAE.

It notes critic Gael Greene at "New York Magazine," who adopted Claiborne's standards but brought more style to the writing, and Mimi Sheraton, who succeeded Claiborne at the "Times" and seemed to mimic Green's writing style. Ruth Reichl, it notes, succeeded Sheraton, brought more dramatic touches to the reviews and broadened the selection to include Chinese restaurants.
